Rent Assistance in Oregon

Last checked: November 2026. Benefits Explorer is a directory. We do not provide rent money or decide who gets help, and each program makes its own decisions.

The Oregon Emergency Rental Assistance Program no longer takes applications. Oregon Housing and Community Services says it doesn't provide direct services, and it delivers most of its programs through local Community Action Agencies, so that is where to start. 211info can tell you what is available in your county now.

What you can get depends on how far along your eviction is. Some programs need a nonpayment notice, while Eviction Prevention Rapid Response requires an active court case number. Several have monthly or weekly limits, so calling on the right day matters.

Where to Start in Oregon

Community Action Agencies

Oregon Housing and Community Services tells renters who have an eviction notice or summons to seek local rental assistance from their Community Action Agency immediately. The Community Action Partnership of Oregon's Find Help page shows the agency for your area. Funding and rules differ by agency.

Eviction Prevention Rapid Response (EPRR)

For households with an active eviction court case number that have not received assistance in the current state biennium (July 2025 to June 2027). Online applications open at 9 am on the first business day of each month and close when the monthly limit is reached. You can also leave a message with your full name, phone number, complete address, date of birth and case number; messages missing any of these get no callback. Future rent is limited to one month and only with past-due rent. The program's page says landlords are paid about 10 days after full approval.

Oregon Health Plan housing benefit

Some OHP members with a qualifying condition, income at 30% or less of the area average and a lease can get up to six months of rent help, including late payments. It is a one-time benefit per household and is not meant for emergencies, so anyone facing eviction soon should go to a Community Action Agency. Coordinated care members request it through their plan; open card members can call this number.

Facing Eviction in Oregon?

Oregon Law Help describes three nonpayment notices. A 10-day notice can be given when rent is eight or more days late, and a 13-day notice when it is five or more days late. A 72-hour notice applies only to tenants who rent by the week and whose rent is five or more days late. Each gives you that long to pay the full amount or move. Multnomah County warns that if your notice has a court date, you should show up no matter what, and seek legal help right away. Read the official guidance

Free or low-cost legal help: Eviction Defense Project (Oregon Law Center). Free legal help statewide for low-income tenants with eviction court cases, regardless of immigration status. Have your case number and hearing date ready, and contact the project before your first court appearance. Multnomah County tenants may also get help after a termination notice, before court. Oregon Rent Assistance Questions

Is the Oregon Emergency Rental Assistance Program still open?

No. The state says OERAP is closed and it is not taking new applications. It points renters to 211 or 211info.org for other help in their area.

Who helps with rent in Portland?

Multnomah County's emergency rent assistance runs through 211info and six community providers for households with an eviction notice and income at or below 65% of Area Median Income. The county expects demand to be much higher than the funds available, and weekly referrals can fill up.

I have an eviction court case. What should I do first?

Do three things at once: go to your court date, call the Eviction Defense Project at 888-585-9638 before your first appearance, and apply to Eviction Prevention Rapid Response if you haven't received this assistance in the current biennium. Applications reopen at 9 am on the first business day of each month.
